Upright
You are moving, and the two forces pulling in different directions are both yours. The Chariot says you steer them by holding one direction, not by making the tension go away. Keep going. This is the part where it works.
Reversed
Effort without a heading. Reversed, this card asks what you are actually driving toward, because the pushing is happening either way and it is tiring you either way. Decide the direction first, then push. The energy is not the problem.
